Taipei takes the lead in constructing a social-enterprise friendly capital

The Taipei government has created a business-friendly environment for social enterprises to grow and promoted sustainable growth within a social enterprise. Since 2014, the government began to promote some projects relevant to this goal. It enlarged the number of enterprises involved in receiving instructions from the government since 2015, promoting the campaign known as “SMEs brand expanding project-giving instructions to build a brand image for social enterprises through promotions”. The government continued to run a "project to promote services for the social enterprises located in Taipei City" in 2016. It is estimated that over 20 local social enterprises have received instructions on a case-by-case basis. Besides, the government helped the citizens to get to know more about how the social enterprise develops into a national and global business through a series of campaigns.【more】

Start-up Business Dreams Big on Stage: the First Social Enterprise Village Found

The Executive Yuan announced that the first year of social enterprises has now begun in 2014. It also issued the “action plan for social enterprises” to reach its three main goals by “providing a business-friendly environment for the social enterprises”, “strengthening the business property for social enterprises”, and “constructing a network and platform for social enterprises”. They hope that it is possible to achieve such a vision for this project by “creating an ecological environment suitable for a social enterprise to be creative, to run its startup, to grow, and to develop”. Meanwhile, the government agency in charge of this project will also help the social enterprises to look for a public space, and provide reasonable rental land for the social enterprise start-ups to use the resources. ■Taipei City Competitiveness Index

Happiness Found in Taipei: Urban competitiveness starts to grow

Institute of Urban Strategies, the Mori Memorial Foundation, has just announced its latest report on Global Power City Index in October 2016. Results showed that Taipei City was ranked # 33 in the 42 cities ranking around the world. Exceeding Bangkok, Fukuoka, Jakarta, and other Asian cities, Taipei City received a total score of up to 20.4 points, which shows that its economy, R&D, natural environment and traffic accessibility have all made tremendous progress. Within these evaluated items, the natural environment has made the most progress. If looking at it from the group’s perspective, the Taipei City has a superior rank in the evaluation of managers and tourists compared to last year’s evaluation. As for the evaluation on the researchers, it shows an average rank. Taipei City must take further control over the city’s advantages and disadvantages in addition to its distinctive quality and continue to explore those concepts with high performance and to create a brand strategy that can represent this city.【more】

■International Economic Overview

The Economist Intelligence Unit (EIU) said that the official data from the Chinese economy still reveals a slow growth; yet, China has adopted an investment approach to lift the economy. Behind the economic growth, a hidden crisis of bank loans and deteriorating enterprise debts may be the cause of its crisis. In an EIU forecast, China would regulate the economic policy again in 2017 to decrease the fast-growing loans. By then, household expenses and commercial investments will decrease because of inhibitions arising from the increased interest rates. The economic growth rate may drop from 6% to 4.2% by 2018 compared to 2017. Looking into the future, the economy and fluctuation in the financial market would bring a new threat to the world economy in 2018. The economic growth rate in China shows an average growth in Q3 compared to the previous Q1 and Q2. The official said that the government has made some progress in regulating its policy on industrial structure. The service industry gradually increased its proportion in the GDP; the U.S.’s GDP annual growth rate in Q3 shows a good performance since it had benefited from the support of consumer expenditures. Its growth rate has doubled when compared to Q2, which has created the strongest growth rate ever registered in Q3 since 2014. The export growth rate in Japan shows a recovery, and the GDP growth rate has outperformed beyond estimates from the outer world.【more】

The September 2016 Industrial Production index had fallen 4.1% compared to the same period in 2015, the CPI in September was 99.7, a drop of 0.5% from the same period in 2015, and September average incomes increased by 0.1% (YoY) compared to the same period in 2015. Average total working hours increased by 0.9% compared to the same period in 2015. In 2016 Q3, the Unemployment Rate was 2.7%. The 2016 Q3 GDP increased by 1.1% compared to the same period in 2015, and the September Industrial Production index increased by 6.7% compared to the same period in 2015 while the September CPI in 2016 was 99.2, a decrease of 0.2% compared to the same period in 2015. The unemployment rate in September 2016 was 2.1%. The 2016 Q3 GDP increased by 1.9% compared to the same period in 2015. The CPI in September 2016 was 103.1, an increase of 2.7% compared to the same period in 2015. The seasonally adjusted unemployment rate in the 2016 Q3 was 3.4%. The CPI in September 2016 was 103.6, an increase of 3.6% (YoY) compared to the same period in 2015. There were 398 collaborative items incorporated into FDI, and the amount of FDI contracts was US$ 2.929 billion, a decrease of 9.3% compared to the same period in 2015.【more】

■Taiwan Economic Overview

Our national economic dynamics reveals the twilight because it has benefitted from the growing demands of the semi-conductor products in the global market. Domestic vendors have a critical role in the industry chain, which may relatively increase the growth in domestic trade. Since our domestic trade export overtly focuses on the industry of electronic parts and components, for the government it is worth paying much attention to. Besides, the government cannot cut the price of fruits for a very long time due to the chilling injury, which resulted in a delay of production early this year, and the typhoons that have struck the earth. Although the price recovery tends to be stable, the increased fruit prices can hardly recover in the short run since the fruit is an agricultural farming product, which cannot measure short-term success in turnarounds. The increased domestic labor force found in the participation and employment may effectively boost the efficiency in the use of labor and industrial competition.【more】

■ Taipei Econ Overview - 2016Q3.

In 2016 Q3, the annual growth rate in CPI increased by 0.57% on average, particularly in food. As far as the construction dynamics is concerned, the number of housing capacity continued to be reduced and that of user licenses and nuclear building construction consistently showed slight increases. The transaction volume for housing turned out to be stable except for that transaction capability shrank in the Songshan District, Xinyi District and Da'an District. In terms of its tax dynamics, the tax collectible for the entire local tax showed a slight decrease, and house tax, land value increment tax, and taxes on dividends also showed decreases. All of these may result from the depression of business in the entire market economy, new policies on an integrated housing and land tax system as well as other factors such as the inactive transaction market for real estate. In terms of business dynamics, statistics shows that, a figure given by the Industry & Business Registration in Taipei City, there are more than 231,584 registered companies. It reveals a decreasing trend for a consecutive 4 years, and creates a new high in the last decade. The total capital shows a steady growth; yet, due to the weak demand found in the global market, the sales volume of the company dropped to 2.82%. As for the tourism industry, the supply volume of tourism hotels increased drastically. Moreover, business travellers and the Chinese tourists decreased shortly and the entire housing volume and hotel occupancy rate continued to drop. In terms of investment dynamics, the amount of overseas investment increased to $3.543 billion compared to the same period last year, which shows a brilliant performance; whereas, the number of newly-built foreign companies showed a slight decrease. In terms of creative dynamics, the number of R&D centers showed an increase of one building. The number of Knowledge Intensive Business Services showed a 34.88% increase in amount; yet, its monthly average sales rate decreased a bit. In terms of its start-up dynamics, the amount of companies set up by the person in charge of Taipei Start-up Youth showed an increasing trend. Among all the existing and newly built companies, the wholesale and retail trade showed the highest proportional rate; meanwhile, the existing and newly built companies run by the person in charge of the domestic or foreign youth start-up company also showed an increasing trend.【more】

■Global Entrepreneurship Report

The Global Entrepreneurship Development Institute (GEDI), a non-profit research institute located in Washington DC of the United States, began to announce the Global Entrepreneurship Index (GEI) since 2011 by using such an index to run an assessment for the global start-up development. Taiwan was on the list of countries to be evaluated since 2012 and the index shows a score of 54.4 this year on the start-up attitude, which ranked as Top 21 in world rankings. Its entrepreneurial ability received a score of 53.6, which ranked as Top 23; whereas, the entrepreneurial ambition received a score of 74.0, which ranked as Top 4. In summary, the three scoring points share a total score of 60.7, which ranked as Top 16. In the Asia-Pacific region, it ranks Top 2 only next to Australia, and exceeds our main competitors from Singapore, Japan, Korea, Mainland China, and other adjacent countries.【more】
