There are various business starting patterns either taking shape or transforming throughout the world as a result of different development conditions such as the financial environment, infrastructure, penetration rate of mobile devices, and attitude of the supervisory authority. ICE Technology applied for the “Taipei Industrial Development Incentive Program” in 2012 and received the subsidies for its “innovative platform that helps with smart decision making in financial transactions”. The platform combines real-time message transmission technology and financial transaction service in one, and assists investors in assessing their investment while deciding on the cost in order to minimize transaction risk. ADTC applied for the “Taipei Industrial Development Incentive Program” in 2015 and its focus was on the subsidies for labor and salaries in order to realize popularity of mobile payments and their advanced application and to provide consumers with more diversified service, spearheading the rapid development and industrial upgrade of mobile payment in Taiwan.

Encouraging youth to start their own business is one of the priorities of the Taipei City Government in its administration for the future. There is one-stop venture service available as part of the venture cluster that the government tries to create to proactively integrate and manage existing spaces pending utilization throughout Taipei and continue integrating central or private incubation centers or shared workspaces while planning a venture exchange platform for business starters. The venue and public equipment at the innovation base are at their disposal. The hope is to build Taipei into a city friendly for young people wishing to start their own business and fulfill their dream. The “StartUP@Taipei” statistics show that there are 26 incubation centers, 32 investment institutes, 29 shared workspaces, and 11 maker spaces available at present at the venture base in Taipei, including Taipei Co-Space, Garage+, Custard Cream, and Changee workspace . The hope is that through each venture space proactively created to help realize dreams business starters can find one another more easily.

The Taipei International Design Award takes Taipei City as the convergence platform for creative design to discover creative designs with business opportunity’s potentials. This award makes use of the idea of a universal design to improve the city’s economy, community, environment and cultural development. It provides the user with a more harmonious, safer and convenient life. In addition to the design competition, it also holds design forums, design seminars, and other important design activities. Furthermore, it also holds a creative start-ups int’l exchange program to select excellent enterprises and provide a completely different assistance and resources package in order to create a good-quality eco-environment for start-up businesses so that the startups in Taipei City may have a chance to be displayed on the international stage.

The Taipei City Government connects the idea of “design” with technology industry domain and establishes the “Taipei Co-Space” inside the public service building of the Neihu Science Park to provide a co-working space for micro-enterprise’s entrepreneurs or freelance workers. People who work in-house may discuss, do brainstorming and collaborate by exchanging ideas together via this built platform. They can create innovative commercial thoughts or boosts new business models to create endless business opportunities.

The creative solution that arose from crowd-funding utilization, brought forth a new trend for startups. Not only does it provide a combination of the two platforms of “creative, idealistic, but lacking capital” with “have capital, and willing to donate and support quality creativity”. Now the threshold of entrepreneurship has been lowered, plus capital now may be sourced from crowd funding, along with maintaining creativity and operation independence on the proposer’s side. In order to increase the success rate of the entrepreneurship, flyingV has proposed providing consulting material, that has to include the four elements of: “anticipation”, “trust”, “uniqueness”, “value”, as well as analyzing the operation of its products and proposition before and after the project’s availability. Generally speaking, “Music Videos”, “Technical Applications”, and “Product Design” are the three projects with the highest amount of one-time donations. The proposers of these projects, have learned that there are many highly-anticipated business opportunities in our society, yet no one is going for them. We recommend that the government should provide a transparent and clear information platform, so that the pre-existing civil resources may be utilized appropriately, thus further provide entrepreneurs a more fostering environment. By slowly concentrating skilled professionals, capital, and industries, we may truly build a fertile ground for entrepreneurship.

Reflection and awareness among the senior marks the beginning of creativity, innovation, and venture among the young. The underlying purpose of promoting the entrepreneurship policy must be equivalent to that of venture and innovation; it is to improve the environment for people to start their own business. The mechanism to expedite promotion of the entrepreneurship policy can be explored from the following three elements: 1. an open attitude to include diversified creativity; 2. revision of laws, regulations, and systems; and 3. bravery and absence of fear about ventures. The Taipei City startup platform “StartUP@Taipei” was officially launched on March 2015. This well-integrated platform not only compiles entrepreneurial data from all fronts, but also gathers all 48 centralized startup-related resources, providing entrepreneurs a one-stop consulting service. Aside from this, it has established the “Taipei Angel’s Club”, a startup-planning instructor guidance team, mix-generational startup brainstorming meetings, 2015 Star of Tomorrow’s startup competition. It will encourage more positive energy for creativity and entrepreneurial spirit through the efforts of the Taipei City Government.

In March 2015, “living lab @ Taipei” was established by the Taipei City Government, this is a innovative experiment that uses Taipei as an environment for gathering all innovation and possibilities by entrepreneurs.
