Starting from Mar. 27 to 30, 2018, the Smart City Summit & Expo. would be held at the Taipei Nangang Exhibition Center to ensure that all cities actively engage in the information infrastructure, and make good use of each local featured resources, and the manufacturers can actually implement the vision of the smart city. The general assembly has organized the “Smart City Innovative Application Award” for a fourth consecutive of 4 years, and provided a chance for all cities to learn from each other to improve the overall urban infrastructure and reach the goal of raising living standards by looking into the awarded cases of all district governments.

The Taipei City government develops the transportation policy based on its governance plan known as the “share concept, green energy, and electronic services.” It actively introduced a solution to the smart transportation. Recently, it even proposed the “3U” planning to integrate YouBike, U-Motor, and U-Car service, which offers a more convenient way for the citizens to take public transportation. It can relive the issues of air pollution. In the meanwhile, it can also promote industrial innovation such as the smart city concept, and boost smart city development.
Showcasing Smart Applications: A New Look for Technology

To help the Taipei City Government run its smart city and the IoT related applications in the experimental field, the Taipei City Government launched the “Taipei Smart City Industrial Field Pilot Program”.After receiving the proposals submitted by private sector, the Taipei Smart City PMO will conduct discussions on the content of proposal based on innovation, feasibility, public welfare, and legality. It will conduct overall assessment for proposals deemed feasible to further confirm situational plan with the applicants. For example, the planning may include the demonstration points in Neihu district such as the smart street light applications, Taipei Railway Station Project, Driverless Bus Experimental Project. It hopes that the proposal, matching system, and system for domain experiment can help the private sector to run through the Proof of Concept (POC) for smart city related applications in the Taipei City so that the concept can serve as a means of following up on the development of operational model and output of international experience paradigm.

To respond to the developing trend of digitalization, the Taipei City Government actively supports industrial upgrades and transformations to create endless business opportunities for smart technology. In 2017, the Taipei City Government raised a proposal of “Taipei Smart City Living Lab – Government as a Platform” to cover every aspect of the smart public housing, smart transportation, smart health care, and smart green energy, which has been awarded the Gold Award of “cooperative city” in the WeGO Smart Sustainable City Awards. In addition, the Taipei City government established the the City’s government-related payments platform for public service fees—pay.taipei , through integrating an array of payment tools the municipal services bill payment online. In the future, the government will continue to provide more innovative service through the public and private partnership.

The Smart City industry is a brand-new example for the current Taiwan industries, which have undergone a transformation. It needs to collaborate with the domestic and foreign cities and the Information and Communication Technology (ICT) industry, and moves on to the goals to work on a “strategic town for the supply chain among worldwide smart cities”. The Smart City Expo is the best platform to start a conversation with international cities. Likewise, the Taipei City offers the biggest national trial domain for the smart city. Concerning a more specific way, it can exhibit the result of the smart public services as introduced by the Taipei City Government. On the other hand, the city government also actively helps the domestic vendors going global to export solutions that come with a profitable operating model to the global market after a successful trial. The Taipei City Government will promote several smart application projects in the future successively so that the general public can experience more about the smart innovation and application services. It may also create good vibes within the entire smart industry to achieve a vision of industrial development for the smart city so that “the effect started from the Taipei City may spread across Taiwan and move southbound through international export”.

Taipei Smart City started to develop with these core philosophy and vision known as an “open government”, “citizen participation” and “public-private partnership” to further extend that two major developments called “transformation of service innovation” and “open matching platform” so that it may formulate a guideline for each strategy. As the office for smart city project was founded, a matching platform has been established and made available for the innovative technology and citizens. Several empirical domains have been made available for the public. Regulations for the empirical domains were specified in writing to serve as a basis for those service providers that are interested in joining this project. The platform may help the Taipei City Government to introduce the smart technology by offering a solution to solve problems and can be actually integrated with the mostly wanted smart applications for all citizens.

Taipei City has the most complete software and hardware facilities for information and communication technology. Plus, with the effect of diffusion spread across the industrial villages along the technology corridor, it helps to create a good environment to develop industrial innovation and may increase the kinetic energy to develop the overall industry. Taiwan is now facing a lot of stress from domestic industrial transformation and the trends in a new global economy. It needs to grasp the point of opportunity and strategy to develop the smart city, and should develop an overall strategy for the development of a smart city based on the national team level. It also allows the promotion of a sustainable environment and brings it into effect of integration through cross-industry cooperation. The Taipei City government promotes a critical concept in the smart city and sets goals to build a sustainable city for comfortable living. It is dedicated to promote the development of smart industry and integrates each division or bureau to collaborate with the service providers in terms of four aspects, the smart government, smart citizens, infrastructure and empirical domain. The government develops each smart innovation and application service as well as domain verification in the hope that it can build a creative smart ecological circle in Taipei City, which allows more effective collaboration between industry and the city government and the smart services can be developed accordingly.

The related application of a smart city can be considered as the innovative business model, which is mostly being used as a solution to solve the problem of city governance. The Taipei City Government uses the entire city as the empirical domain for practices to collaborate with the creative service providers and promote smart public housing, smart government, smart traffic and smart education. It allows the Taipei city residents to experience the convenience brought about by smart technology and exemplifies the result of a successful domain to actively exert its effect on the diffusion of “soldier training in Taiwan exported overseas”.
