Starting from Mar. 27 to 30, 2018, the Smart City Summit & Expo. would be held at the Taipei Nangang Exhibition Center to ensure that all cities actively engage in the information infrastructure, and make good use of each local featured resources, and the manufacturers can actually implement the vision of the smart city. The general assembly has organized the “Smart City Innovative Application Award” for a fourth consecutive of 4 years, and provided a chance for all cities to learn from each other to improve the overall urban infrastructure and reach the goal of raising living standards by looking into the awarded cases of all district governments.

To help the industries for an upgrade and transformation inside the Neihu Science Park, Taipei City Government actively promotes the “Neihu 2.0 Project.” It went through an inventory in six locations featuring the city-owned lands to release available lands or spaces of architecture, and to develop innovative economics. The government hopes that it can attract more diversified industries to move into the science park by connecting the existing large enterprises and new startups so that regional development can thrive. It has also come up with some plans of supporting measures to improve the local living function, create an environment in the technology park and participate in momentum investing for growth in the Neihu Technology Park.

The Taipei City government develops the transportation policy based on its governance plan known as the “share concept, green energy, and electronic services.” It actively introduced a solution to the smart transportation. Recently, it even proposed the “3U” planning to integrate YouBike, U-Motor, and U-Car service, which offers a more convenient way for the citizens to take public transportation. It can relive the issues of air pollution. In the meanwhile, it can also promote industrial innovation such as the smart city concept, and boost smart city development.

To show its ability of integrating the system with solid software and innovations, Department of Economic Development, Taipei City Government actively engaged in several large exhibitions related to digital finance such as the World Congress on Information Technology (WCIT 2017), eCommerce Expo Asia 2017, 2017 Taipei Int’l Startup Week. The government also held several Taipei theme-based exhibition booths inside the hall to show the power of diversified startups in Taipei City. The government hopes that foreign and domestic vendors who came to the Expo or the crowds can get to know more about the development and power of the Taipei city startups, and to learn more about the resources, which enables Taipei City to become the top choice city for international startups.

The ecosystem of digital finance covers several innovative technologies from e-payment, digital currencies and block chain. The government supervisory mechanism and industrial promotion were applied to present a diversified look anywhere around the globe. Facing challenge coming from cross-border global digital finance services, we should establish the FinTech apps open to innovation-based environment, and provide some rooms for the pioneers of innovation to experiment as well as guaranteeing their follow-up benefits using the operation of Regulatory Sandbox. It can enable the ecosystem of digital finance to have enough flexibility to develop and face more challenges of FinTech.

Create a friendly community for the citizens in a digital society with the mobile app proposal issued by the government. Started with the needs of digital citizens, the government has established a “platform-based economic framework for the digital citizens” to inspire shared values in the ecological circle by proposing the design of services. It takes advantage of the shared environment by integrating multiple civil services into this platform to come up with a strategic goal for development as well as promoting the local society, economy and commerce, culture and education. On the other hand, it uses the service requested by the citizens through integration as an incentive so that all users can get the correct information they want when they enjoy using the services. In the meanwhile, it makes the most out of the resources to achieve the goal to activate the economy by combining its service with other community services.
Showcasing Smart Applications: A New Look for Technology

To help the Taipei City Government run its smart city and the IoT related applications in the experimental field, the Taipei City Government launched the “Taipei Smart City Industrial Field Pilot Program”.After receiving the proposals submitted by private sector, the Taipei Smart City PMO will conduct discussions on the content of proposal based on innovation, feasibility, public welfare, and legality. It will conduct overall assessment for proposals deemed feasible to further confirm situational plan with the applicants. For example, the planning may include the demonstration points in Neihu district such as the smart street light applications, Taipei Railway Station Project, Driverless Bus Experimental Project. It hopes that the proposal, matching system, and system for domain experiment can help the private sector to run through the Proof of Concept (POC) for smart city related applications in the Taipei City so that the concept can serve as a means of following up on the development of operational model and output of international experience paradigm.

To respond to the developing trend of digitalization, the Taipei City Government actively supports industrial upgrades and transformations to create endless business opportunities for smart technology. In 2017, the Taipei City Government raised a proposal of “Taipei Smart City Living Lab – Government as a Platform” to cover every aspect of the smart public housing, smart transportation, smart health care, and smart green energy, which has been awarded the Gold Award of “cooperative city” in the WeGO Smart Sustainable City Awards. In addition, the Taipei City government established the the City’s government-related payments platform for public service fees—pay.taipei , through integrating an array of payment tools the municipal services bill payment online. In the future, the government will continue to provide more innovative service through the public and private partnership.
Start a new era of Taipei digital industry

To respond to the digital economy trend, the Taipei City Government actively engaged in planning how to use the creative digital technology to help vendors develop creative service models, and fostered the new startup business for its development. For example, the government built the “Taipei digiBlock” to establish the industrial chain for innovative villages, and cooperate with the leading graphics processing unit (GPU) technology manufacturer NVIDIA. The first “Virtual Reality Lab @ Taipei” was then established at the Neihu office of NVIDIA, and free basic training for professionals and virtual reality (VR) equipment are available to support the new startup business as a strong backup force. In future, the Taipei City Government will continue to pool more resources for the startups to expand a more diversified business, and search for more opportunities to match with the job seekers on behalf of the vendors. In addition, plenty of awards and resources with subsidies are also available to new startups so that they are encouraged to join the emerging technology domain for R&D. Hopefully, they can develop innovation applications and services, and keep moving on to enter into the international market.
