The social enterprise wants to pursue a dual objective by stressing the importance of social values and profitability to run its business. It operates by integrating resources taken from all parties to support the innovative idea of a social enterprise and takes further action to change the world. Therefore, it is highly recommended that the social enterprise should look into the issues from a higher level of social perspective when it tries to get involved in and resolves social issues. What the government needs to do is to establish an ecological system for the social enterprise and to actively build up the infrastructure for the social enterprise to develop. These infrastructures may include talent-training programs, micro-loans, sales channels, business start-ups and incubation as well as consulting services.

To create a business-friendly ecological environment for social enterprises, the Taipei government has built up a quality space for the start-ups to run their business. While planning the start-up-related projects and giving instructions to the enterprises, the government actively promoted the social enterprises to apply for the project of subsidies for business investment and set up high expectations for the quality SMEs located in Taipei City. In the Q4, the entrepreneurs of quality social enterprises have received an incentive and subsidy from the government. These companies are the Friend Rabbit, which cares much about abandoned rabbits and iCare, which puts much concern on the senior citizen health care in community service and the aging problem. It allows the people to look into the touching story of and get to know each entrepreneur who founded the social enterprise.

The Executive Yuan announced that the first year of social enterprises has now begun in 2014. It also issued the “action plan for social enterprises” to reach its three main goals by “providing a business-friendly environment for the social enterprises”, “strengthening the business property for social enterprises”, and “constructing a network and platform for social enterprises”. They hope that it is possible to achieve such a vision for this project by “creating an ecological environment suitable for a social enterprise to be creative, to run its startup, to grow, and to develop”. Meanwhile, the government agency in charge of this project will also help the social enterprises to look for a public space, and provide reasonable rental land for the social enterprise start-ups to use the resources. The government wished to make use of its power and combine the private force to promote social enterprise business to grow and prosper.

The Taipei government has created a business-friendly environment for social enterprises to grow and promoted sustainable growth within a social enterprise. Since 2014, the government began to promote some projects relevant to this goal. It enlarged the number of enterprises involved in receiving instructions from the government since 2015, promoting the campaign known as “SMEs brand expanding project-giving instructions to build a brand image for social enterprises through promotions”. The government continued to run a "project to promote services for the social enterprises located in Taipei City" in 2016. It is estimated that over 20 local social enterprises have received instructions on a case-by-case basis. Besides, the government helped the citizens to get to know more about how the social enterprise develops into a national and global business through a series of campaigns.

The “Global Views” issued the results of “a Mass Survey on the Overall Competitiveness of Counties and Cities” in July 2016. Taipei City won the championship once again in a national competition with other 19 counties and cities. For Taipei City, things are just going smoothly. In addition to winning the first prize in the overall ranking of competitiveness, this city also won the first prize either in the national counties and cities ranking or among the 6 municipalities in terms of 5 aspects — “economy and employment,” “education and culture,” “environmental protection and environmental quality,” “medical treatment and hygiene” as well as “local finance.” In the two aspects of “security” and “life quality and modernization,” Taipei City has made tremendous progress in the performance ranking compared to last year although it still has a long way to go for improvement. Its urban resource conditions, historical development and orientation – plus its perfect execution in the policy– are all key factors, which enabled Taipei City to become a regular winner in terms of the economy, education, medical treatment and finance.

According to IDC, the company estimated that the economies of scale for the IoT industry would reach 1.46 trillion USD by 2020. Thus, it can be a new opportunity for Taiwan to usher in the industrial development if the company introduces the “service-based” app IoT to its development. With five portfolios from the industry chain, the company combines big data analysis, social community, cloud services, mobile APP and sensory chips to comply with how to integrate it into the “BCMC” (abbr. The Taipei City Government has built up the first “IoT experimental platform” in Taiwan. It has become a trial field, which integrates the value chain of a smart city and applied industries. Because of that, it can trigger multiple applications as well as innovations. It can also lead the industry to develop a solution and a model for whole factory exports. To speed up promoting a smart city and IoT applications and innovations, the government finished deploying the scope of communications. The scope can cover the entire WSNs in IoT (LoRa) across Taipei City. People expected that the government would display all types of innovations and applications on the international stage at the Universiade 2017 and WCIT 2017 by opening up the city to serve as a field for experimental use. It can bring in sufficient energy for research and development.
