Major Reconstruction of Taipei’s Markets - Breathing New Life into Old Markets
The market is like an epitome of the city, particularly in an environment with mixed residential and commercial buildings. Nestles within the city’s back alleys, traditional markets not only cater to the everyday needs of people but also are enriched with important values such as local cultural characteristics, social identity, and economic development. As time goes by, the environment and equipment of traditional markets are also becoming obsolete, in turn affecting people’s safety and health, therefore market reconstruction has become a significant agenda. In recent years, Taipei City Government has vigorously pushed for market reconstruction, renovation, and transformation. As a result, the Taipei City Public Retail Market Environmental Health Improvement Plan was launched in 2015, introducing concepts such as dry/wet separation, keeping trash off the ground, decreasing plastic packaging and improving drainage. At the same time, green energy, eco-friendly building, and digitization are implemented to gradually revamp the antiquated image of traditional markets, endowing them with an air of newness and modernity, hoping to provide citizens with a high-quality shopping environment and promoting urban tourism.

Taipei City Government has adopted circular economy concepts as the foundation of its future administrative policies to realize a “Circular Taipei.” The goal lies in the gradual achievement of sustainable development in the four major dimensions of environment, society, economy, and culture. Taipei City Government aims to promote recycling and regeneration of urban resources, encourage lifestyles based on sharing concepts, create opportunities for industrial innovation and transformation, and intensify educational efforts to promote circular economy concepts. The government takes the initiative in assisting industries and expanding public participation with the goal of turning Taipei City into a new hotspot in the field of circular economy promotion in Asia and worldwide.

Taipei International Startup Week - Leap Up! Opening Up New Horizons

Industrial transformations driven by development of emerging technologies have sparked a wave of startups in metropolitan areas all over the world. Taipei City is a conglomerate of industries, resources, and talent with a vibrant climate of entrepreneurship. Taipei City Government has been organizing “Taipei International Startup Week” since 2016 to assist startup teams in the linkage to international entrepreneurial resources and opening up of new markets. The goal lies in the creation of a sound startup ecosystem to provide the best environment for startups and entrepreneurship in Asia. The 2018 Taipei International Startup Week was held with great fanfare from November 13-18, 2018. This year’s activities were centered around the core theme of “Leap Up! Opening Up New Horizons”. The following five main events formed the backbone of the 2018 International Startup Week: StartUP@Taipei Global Linkage Forum, StartUP@Taipei Demo Day, StartUP@Taipei XR Summit, StartUP@Taipei Pavilion and Pop Up Asia. The goal of these events and activities was to demonstrate the rich innovative potential in diverse areas, catapult local entrepreneurs onto an international stage, and help create new economic models for the future.

Startup industrial clusters will activate startup motivation

Currently, Taipei City Government has come up with a plan to have 22 locations built as the startup base. The total area covers 630,000 square meters. Among them, 8 out of 22 of these bases were officially launched already. In the future, the government will keep working on integrating the resources from each bureau or division to industrial resources. It provides all the required funds, incentives and subsidies, talent cultivation, spaces, showcase area for exchange, investment matchmaking, instructor’s escort, and other all-in-one consulting service that an entrepreneur may need during each stage of his or her career life. It allows plenty of creative ideas to be realizable through introducing diversified industrial clusters to attract more domestic and foreign entrepreneurs to move into Taipei City and make their dreams come true. Hopefully, it can create an image for the Taipei City to become the top choice of global startups one day.

Taipei City Government empowers startup entrepreneurs to create a new future

Taipei City Government is dedicated to applications and transformation of new technology, and actively fosters the development of innovative startups. Department of Economic Development, Taipei City Government works closely with Business Next and other units to host the 4th Future Commerce, which took place in the Taipei Expo Park-Expo Dome from April 26 to April 28, 2018. It’s possible to foresee the new look of future businesses through the four theme sectors and top 10 blocks. To help startup companies engage in R&D in emerging technology, the Department of Economic Development, Taipei City Government has launched the “StartUP@Taipei Office” and “Investment Taipei Office” to offers one-stop startup and investment consultancy and consulting, and provides real incentives through Project of Subsidies & Incentives for Taipei Industry. Starting from March, 2011 up to May, 2018, enterprises were driven to invest more than 20.9 billion in innovations, and offer 8,934 jobs. In addition, Taipei City has been proactive in the startup trend. More than 1,500 foreign startup companies moved to Taipei City during 2015-2017 each year, about 2,000 domestic startup companies have joined the activities here.

Starting from Mar. 27 to 30, 2018, the Smart City Summit & Expo. would be held at the Taipei Nangang Exhibition Center to ensure that all cities actively engage in the information infrastructure, and make good use of each local featured resources, and the manufacturers can actually implement the vision of the smart city. The general assembly has organized the “Smart City Innovative Application Award” for a fourth consecutive of 4 years, and provided a chance for all cities to learn from each other to improve the overall urban infrastructure and reach the goal of raising living standards by looking into the awarded cases of all district governments.

To help the industries for an upgrade and transformation inside the Neihu Science Park, Taipei City Government actively promotes the “Neihu 2.0 Project.” It went through an inventory in six locations featuring the city-owned lands to release available lands or spaces of architecture, and to develop innovative economics. The government hopes that it can attract more diversified industries to move into the science park by connecting the existing large enterprises and new startups so that regional development can thrive. It has also come up with some plans of supporting measures to improve the local living function, create an environment in the technology park and participate in momentum investing for growth in the Neihu Technology Park.

The Taipei City government develops the transportation policy based on its governance plan known as the “share concept, green energy, and electronic services.” It actively introduced a solution to the smart transportation. Recently, it even proposed the “3U” planning to integrate YouBike, U-Motor, and U-Car service, which offers a more convenient way for the citizens to take public transportation. To show its ability of integrating the system with solid software and innovations, Department of Economic Development, Taipei City Government actively engaged in several large exhibitions related to digital finance such as the World Congress on Information Technology (WCIT 2017), eCommerce Expo Asia 2017, 2017 Taipei Int’l Startup Week. The government also held several Taipei theme-based exhibition booths inside the hall to show the power of diversified startups in Taipei City. The government hopes that foreign and domestic vendors who came to the Expo or the crowds can get to know more about the development and power of the Taipei city startups, and to learn more about the resources, which enables Taipei City to become the top choice city for international startups.

The ecosystem of digital finance covers several innovative technologies from e-payment, digital currencies and block chain. The government supervisory mechanism and industrial promotion were applied to present a diversified look anywhere around the globe. Facing challenge coming from cross-border global digital finance services, we should establish the FinTech apps open to innovation-based environment, and provide some rooms for the pioneers of innovation to experiment as well as guaranteeing their follow-up benefits using the operation of Regulatory Sandbox. It can enable the ecosystem of digital finance to have enough flexibility to develop and face more challenges of FinTech.
